Bertrand Teirlinck current works as a Policy Analyst within the Economic Research & Policy department of the New York City Economic Development Corporation, primarily in support of monitoring and evaluation efforts and economic research. Prior to joining NYCEDC, Mr. Teirlinck worked as a Policy Analyst within the Real Estate Assessment Center of the U.S. Department of Housing and Urban Development, where he focused on cost-benefit analyses in relation to the Physical Inspection Alignment Initiative. He also has prior experience in transportation and housing policy acquired through stints in the Office of U.S. Senator Richard Blumenthal and for the non-profit Smart Growth America.
Mr. Teirlinck holds a Master of Public Policy and Management from Heinz College at Carnegie Mellon University and a Bachelor of Arts in Economics and History from Colby College.

Dr. Christopher holds a Bachelor of Arts in Economics and Political Science, Master of Arts in Economics, Doctor of Philosophy in Economics from the University at Albany. Dr. Christopher has taught graduate and undergraduate courses at various colleges and universities. He is a member of the National Association of Business Economists (NABE).
In addition, Dr. Christopher is a NABE Certified Business Economist (CBE), Consensus Economics 2013 forecast accuracy award winner (US GDP & CPI) and member of the team that was awarded the Klein Award for Blue Chip Forecast Accuracy – best January forecast for GDP, CPI, and Unemployment Rate 2013, 2014, 2015, and 2016.

Mr. Lancelin serves in the position of Principal Planning Coordinator. Mr. Lancelin manages the division’s Long-range Planning and Scenario Planning programs to meet ARC’s vision, mission and objectives for regional planning and intergovernmental coordination. Primarily, he responsible for developing the region’s employment and population forecast for the Atlanta Metropolitan Planning Organization (MPO).
Mr. Lancelin coordinates the ARC’s data outreach initiatives promoting the visibility and public value of ARC’s data resources and products. He provides customized analytical tools to support external planning partners and regional stakeholders as well as work programs within the agency. His role is providing custom impact studies and economic assessments on developments of regional impact within the Atlanta Region. His work focuses planning resources around key regional issues assisting communities and civic leaders with measuring socioeconomic impact and assessing the cumulative effect of implementing various policies, development spending, and alternative transportation investments and revenue-generating resources in the region.
Prior to this role, he was a Comprehensive Planner with the City of Mobile. Mr. Lancelin worked closely with surrounding local governments, non-profit foundations and community-based coalitions interested in effectively capturing data, building data inventories, and monitoring zoning policies in preparation for housing and economic challenges and opportunities of an expanding job base and sustaining economic development.

Ehrlich received his Ph.D. in Economics from the University of Michigan. He is the director of the University’s Research Seminar in Quantitative Economics (RSQE). His research focuses on several areas of housing and land economics as well as the effects of wage rigidity on labor market outcomes. His work has been discussed in The Economist magazine and The Washington Post, and his recent article, Economic Effects of Medicaid Expansion in Michigan, was published in the New England Journal of Medicine. His article, Metropolitan Land Values, is forthcoming in the Review of Economics and Statistics.
Prior to joining RSQE, Dr. Ehrlich worked in the Financial Analysis Division at the Congressional Budget Office (CBO), where he forecast interest rates and conducted analysis on monetary policy and the mortgage finance system. He has also worked as a financial analyst in the mortgage banking industry. He earned his undergraduate degrees in finance and economics at the University of Maryland, where he was chosen by the faculty as the outstanding graduate in finance during his senior year.
Dr. Ehrlich testifies twice per year to the state legislature on Michigan’s fiscal and economic prospects, which the state uses as a guide to determining expected future revenues. He is a coauthor recently of The Michigan Economic Outlook for 2018–2019.

Dr. Linkov has managed multiple risk and resilience assessments and management projects in many application domains, including transportation, supply chain, homeland security and defense, cybersecurity, and critical infrastructure.
Dr. Linkov has organized more than forty national and international conferences and continuing education workshops. He has published widely on environmental policy, environmental modeling, and risk analysis, including twenty five books and over 400 peer-reviewed papers and book chapters in top journals, like Nature, Nature Nanotechnology, Nature Climate Change, among others.
Dr. Linkov is Society for Risk Analysis Fellow and recipient of 2005 Chauncey Starr Award for exceptional contribution to Risk Analysis as well as 2014 Outstanding Practitioner Award and 2019 Distinguished Educator Award. He is Elected Fellow with the American Association for the Advancement of Science (AAAS). Dr. Linkov has a B.S. and M.Sc. in Physics and Mathematics (Polytechnic Institute) and a Ph.D. in Environmental, Occupational and Radiation Health (University of Pittsburgh). He completed his postdoctoral training in Risk Assessment at Harvard University. He is currently on detail to FEMA supporting COVID data analytics in Region 1.

Spanning more than three decades, his expertise includes industry studies, applied occupational analysis, economic impact modeling and analysis, economic and workforce development research and analysis, and site selection assistance.
Dr. Robey’s research focuses on regional economic, education, economic development, and workforce development issues across Michigan and the nation. He prepares annual employment forecasts for southwest Michigan’s metropolitan areas, directs the production of Business Outlook for West Michigan, and provides economic insights for regional economic development across northwest Ohio, and the states of Ohio, Pennsylvania, West Virginia, Maryland, New York, and New Jersey. He has additionally coauthored research on a variety of national and regional issues.
He received his Ph.D. in Urban Studies (1997), with an emphasis on Economic Development, and his Master’s degree in Public Administration (1993) from the Levin College of Urban Affairs, Cleveland State University. He earned his Bachelor’s degree in Sociology (1979) from Edinboro State College. Prior to joining Upjohn, Dr. Robey was an Associate Vice President with Southwest Michigan First in Kalamazoo, MI, where he directed local economic development efforts in Marshall, MI. Prior to working in Kalamazoo, Dr. Robey was Managing Director at Mohr Partners, Inc., where he focused on site selection and economic and workforce development strategies, and was Vice President of Research at TeamNEO, where he oversaw and developed economic research across 16 northeast Ohio counties.

She has served on the board of the United Way of the Brazos Valley, the Harvard Club of San Antonio, and the Chief Minister’s Technical Committee for Battery Rickshaws, as well as selected for the Piramal Fellowship for Sustainable Business.
Ms. Jauer holds a Master of Public Service and Administration from the Bush School at Texas A&M University and a Bachelor of Arts in Social Anthropology from Harvard University.

More recently, Mr. Gunther’s international studies have focused on the Great Lakes and Saint Lawrence Basin for the Great Lakes Commission. Within Canada, his work has concentrated on the evaluation of various federal government projects, studies of multi-occupational medical teams for more efficiently delivering healthcare, improvements in the blood deliver system, development of novel drugs, and innovative medical diagnostic tools. His private sector Canadian studies have covered enhanced participation in recreational activities, such as recreational marine, fishing, ATVing, snowmobiling, and motorcycling.

He has been performing economic impact analyses since 2006, both through CU-REAL and his private consulting practice, Regional Transactions Concepts, LLC. Dr. Carey is also a lecturer in the Department of Political Science and the Ph.D. in Policy Studies program at Clemson University; he has taught economic development theory at both the graduate and undergraduate level. He has also taught in Clemson’s online Master of Public Administration program.
He received a Master of Arts in Economics and a Ph.D. in Policy Studies, with a concentration in Economic Development, both from Clemson University. Prior to coming to Clemson, he taught Economics at Anderson University and Tri-County Technical College.

He is an expert on macroeconomic, regional, and energy modeling and applying them to policy analysis and economic impact analysis.
For the past eight years, Mr. Nystrom has conducted studies related to economic growth, climate, energy, fiscal policy, and demographics for federal agencies, numerous state and local governments, nonprofits, trade associations, utilities, major corporations, and law firms. His areas of research have included energy and the environment, infrastructure, economic development, healthcare, project development, capital investments, labor markets, international trade, and federal/state fiscal policy.
Mr. Nystrom has presented to federal and state policymakers, budget committees, and national conferences. Highlights include presenting to members of Congress and staffers on the economic contribution of electric cooperatives; Capitol Hill briefings on the impacts of federal fiscal, climate, and energy policy; and to the budget committees of several states. These include Arkansas, Massachusetts, North Carolina, North Dakota, Rhode Island, and Vermont. He has presented to the national conferences of the National Association for Business Economics (“NABE”), the Transportation Research Board (“TRB”), a national academy of sciences, and the board of the Cone Health Foundation.

He holds a B.A. in Economics from the University of Massachusetts, Amherst and received his M.A. in Regional Economics and Social Development at the University of Massachusetts, Lowell. His master’s thesis was on the research and development of incorporating transportation and land use with Input/Output economic modeling.

Dr. Evangelakis has written papers analyzing the effects of Florida property tax reform and the non-pecuniary benefits of building a professional sports stadium. He also served as an Intern at The Washington Economics Group, Inc., and The Human Services Coalition of Miami-Dade County.
Dr. Evangelakis is also Vice President of Programming for the National Economists Club (NEC), a non-profit educational club founded in 1968 by Herb Stein that is now affiliated with the National Association of Business Economists (NABE). In that role, Dr. Evangelakis has planned and coordinated NEC lunches, webinars, and happy hours. This has included helping to shape the annual programming agenda, reaching out to potential speakers, moderating Q&A sessions, and performing event follow-up. He also represented the NEC at the 2020 NABE Economic Policy Conference.
