Dr. Hector M. Vielma is senior economist at the Office of Fiscal and Economic Research at the Illinois Department of Revenue. Dr. Vielma has developed and works with a number of econometric models and methodologies to forecast Individual Income Tax. Some of his work include modeling the effects of tax legislation and policy change proposals using a statewide micro-simulation model developed for such purpose. He also conducts fiscal impact analysis of individual income tax legislative proposals as well as state and regional analysis of economic trends as they relate to state tax revenue.
Prior to working for the Illinois Department of Revenue, Dr. Vielma was an economic development consultant. For several years, He was also a lecturer at the department of economics at the University of Illinois at Chicago where he taught macro and micro economics at the graduate and undergraduate level. Dr. Vielma worked also as an auditor for the largest bank in Chile. He holds a Ph.D. in Economics from the University of Illinois at Chicago, an MBA (Finance) from the University of Illinois at Chicago, and a Bachelor degree in Business Administration from Universidad de Chile in Santiago, Chile.

He develops methods and tools for measuring risk and resilience in interconnected networks and applies these tools to critical infrastructure, transportation, energy and cyber systems, supply chains and currently to manage response and recovery following COVID pandemic. Dr. Linkov is working with UNDRR and OECD on developing resilience stress testing methodology for critical infrastructure. Dr. Linkov has organized more than thirty national and international conferences and continuing education workshops, including over twenty NATO events. He has published widely on environmental and technology policy, climate change, and risk and resilience analytics, including twenty five books and over 400 peer-reviewed papers and book chapters in top journals, like Nature, Science, PNAS, among others. Dr. Linkov is Elected Fellow with the American Association for the Advancement of Science (AAAS) and Society for Risk Analysis. Dr. Linkov has a B.S. and M.Sc. in Physics and Mathematics (Polytechnic Institute) and a Ph.D. in Environmental, Occupational and Radiation Health (University of Pittsburgh). He completed his postdoctoral training in Risk Assessment at Harvard University. Dr. Linkov received multiple US Army and DOD Awards and Civilian Service medals, including 2020 DOD Top Scientist Award. He received multiple awards from the Society for Risk Analysis (SRA), including Chauncey Starr, outstanding practitioner and distinguished educator awards. He is recipient of 2021 Arthur Flemming Award for outstanding public service and 2022 Edgeworth-Pareto Award for a high level of creativity in developing application of Decision Analysis.

At the ECFRPC, he assists local governments and organizations with grant writing, developing economic strategic plans, and preparing economic impact analyses. Luis professional and volunteer work have been recognized by Big Brothers Big Sisters of Central Florida, the Wallace Center at Winrock International, NADO, the Urban Land Institute, Toastmasters International, Next City, and Leadership Florida. He was inducted into the College of Fellows of the American Institute of Certified Planners last May.
Project Title: Estimating the Economic Impact of Sea Level Rise and the Benefits of Green Infrastructure Interventions
The East Central Florida Regional Planning Council partnered with Stetson University to estimate the economic benefits of using green infrastructure interventions ameliorate the effects of sea level rise in the City of Cape Canaveral. As part of this project, the ECFRPC is using the REMI PI+ model to develop three economic simulation scenarios. The “do nothing” scenario examines the cost that a five-foot increase in sea levels could have on Brevard County’s economy. The two additional simulations will evaluate the cost and benefits of implementing green infrastructure projects within the City of Cape Canaveral.

As the co-lead of the firm’s North American economic impacts group, he uses models such as REMI, IMPLAN, and GTAP daily to model the impacts of legislation, litigation, regulation, and policy on the economy, as measured by metrics like job growth, GDP, and tax collections. His work on economic impact analysis has covered every sector of the economy, including agriculture, natural resources, construction, utilities, manufacturers, logistics, healthcare, and services.
For the past 11 years, Mr. Nystrom has conducted studies related to climate policy, demographics, economic development, energy, fiscal policy, healthcare, international trade, labor, scope emissions, and transportation policy. Clients have included federal and state government agencies, non-profits and foundations, trade associations, utilities, corporations, and law firms. He was the technical expert on a multibillion-dollar dispute involving default on sovereign debt and the accuracy of the statistics produced by a national statistics office. Since early 2017, Mr. Nystrom has been the de facto chief macroeconomist and policy analyst for the state of North Dakota, which has involved assessing the economic impacts of tax credits, tax reforms, and large private investments.
Mr. Nystrom’s experience leads him to regularly present to federal and state policymakers. Highlights include presenting his findings to members of Congress on the economic contribution of electric cooperatives; Capitol Hill briefings on federal climate policy; and the impacts of tax incentives and economic development grants to budget committees. These include the legislatures of Arkansas, Massachusetts, North Carolina, North Dakota, Rhode Island, and Vermont.
Prior to FTI Consulting, Mr. Nystrom worked at Regional Economic Models, Inc. (“REMI”), a firm that specializes in building models of state and regional economies. While at REMI, he was the head of consulting engagements, client training and support, and the Washington, DC office. He has extensive experience with impact models as well as energy system models such as CTAM and the Power System Optimizer (“PSO”) and using them in concert and parallel with one another.

Grimes received his master’s degree in economics from the University of Michigan. His primary research interests are in labor economics and economic forecasting.
For more than 30 years, he has been engaged in economic forecasting and economic impact analysis. He is frequently called upon for policy advice. He has worked for many years with the Michigan departments of Transportation and Treasury and the Michigan Economic Development Corporation on policy analysis and evaluating economic strategies. He is co-director of a project to generate long-term economic and demographic projections for all of the counties of Michigan. His past research includes a study looking at Michigan’s industrial structure with a view to identifying sectors that will promote economic growth in the future.
He has been involved in research projects sponsored by the U.S. Department of Commerce, the U.S. Department of Labor, the Federal Reserve Bank of Chicago, and the Robert Wood Johnson Foundation. He has been interviewed by the New York Times, the Washington Post, the Wall Street Journal, CNN, Fox News, PBS News hour, National Public Radio, and numerous media in Michigan many times.
He co-authored a paper, “Change in the Concentration of Employment in Computer Services: Spatial Estimation at the U.S. Metro County Level” (Growth and Change, March 2007). More recently he co-authored two papers in Economic Development Quarterly, “Exploring Wage Determination by Education Level: A U.S. Metropolitan Statistical Area Analysis From 2005 to 2012” (Economic Development Quarterly, August 2016), and “Geographical Variation in Wages of Workers in Low-Wage Service Occupations: A U.S. Metropolitan Area Analysis” (Economic Development Quarterly, March 2019). His most recent co-authored paper is “Macroeconomic Feedback Effects of Medicaid Expansion: Evidence from Michigan” (Journal of Health Politics Policy and Law, October 2019).

The BBER is the preeminent business research center in Montana. Housed in the College of Business, for 46 years it has produced the Montana Economic Outlook Seminar, a half-day program devoted to the national, state and local economic outlook that now is held in 10 cities across Montana in February. Barkey also hosts the Montana Economic Minute, a daily podcast on economic issues that is aired on radio stations throughout the state.
He holds a B.A. and a Ph.D. in economics from the University of Michigan.
