The Delaware General Assembly passed House Joint Resolution 8 in July of 2017, which authorized the formation of a committee that would assess the effectiveness of a Budget Stabilization Fund and fiscal control for budgeting.
The committee developed a recommendation for an economic budget framework within nine months of enacting the legislation that was based on regional parameters of personal income, inflation, and population, along with a budget stabilization fund that could be implemented to smooth the budget in times of managerial and cyclical shortfalls.
REMI cordially invites you to our monthly Washington, D.C. policy luncheon on Thursday, December 20th, 2018 from 11 a.m. to 1 p.m. that will feature guest presenter Susan Steward, Economic Policy Advisor in the Delaware State Treasurer’s Office, discussing the effects of alternative approaches to budgeting state economies during her presentation titled “Examining the Value-added of Counter-Cyclical Budgeting for State Governments.”
Historically, Delaware has suffered from shortfalls as a result of their budget frameworks’ structural, cyclical, and managerial challenges.
Ms. Steward worked closely with the Delaware Department of Revenue to construct a feasible model for budgeting that captured the framework of counter-cyclical policy. Ms. Steward is set to describe the case study from Delaware, and how using REMI and input-output modeling provides to the process of budgeting for long-term efficiencies in the face of economic uncertainty.

Her current work includes being a member of a non-partisan panel for the creation of a new state budget model that focuses on counter-cyclical fiscal policy to decrease volatility, stabilize appropriations, and improve revenue growth.
Ms. Steward received her Master’s in Economics and Applied Econometrics from University of Delaware, and a Bachelor’s degree in Economics from Salisbury University. Prior to working for the State Treasurer, Ms. Steward was the Senior Economist at the Regional Economic Studies Institute of Towson University providing methodologies for studies on shale drilling, tax credits, minimum wage, and paid sick leave along with regional
economic forecasts.
