His expertise includes industry studies, occupational analysis, economic impact analysis and modeling, economic and workforce development research and analysis, and site selection assistance. Graham and team are currently implementing new techniques for the Council’s 2050 socioeconomic and land use forecasts. From 1997 to 2004, Graham was a regional analyst and regional analysis manager for Minnesota Department of Employment and Economic Development. Graham is the board chair of TwinCitiesResearch.org, a local professional network of researchers. He is a past chairman of the Census State Data Centers, a partnership between the Census Bureau and the states.

Connecticut economic impacts include scaling offshore wind developments (Vinelands), and, increased electricity demand from accelerated adoption of electric vehicle with and without peak pricing by Connecticut census districts including differential timing of required capital appropriations (Regional Economic Model Inc’s. seminars). He is currently expanding CCEA’s Connecticut studies to cover types of EVs being adopted extended to market saturation. His and Fred Carstensen’s work on the expansion of UConn’s Medical School assisted in making the case resulting in its catalytic expansion of medical technologies in Connecticut.
In previous positions, Peter instigated policies that have shaped Canada and Sudan. As a member of Health Canada’s committee evaluating research into the non-medical use of drugs at the University of Waterloo, he convinced Health Canada to initiate it’s funding of impacts from secondhand tobacco smoke which resulted vast legislative and regulatory changes to curtail cancer causing impacts. As Chief of Contentious Issues on the Canadian Constitution, he undertook the R&D and later wrote, the soon to be, Prime Minister’s St John’s speech that resulted in Federal legislation awarding revenues from offshore resources to the provinces. For Africa’s International Government Authority on Development, he advised its panel on the Division of Wealth between North and South Sudan at the Sudanese Peace Negotiation, including heated pipeline and ocean tanker transportation of highly viscose crude oil from Southern wells across the North via Port Sudan to China.

He is an experienced economic researcher and analyst; highlights of his work include measuring the effects of climate change on mortality and electricity usage and estimating air quality effects of the NOx Budget Program. Dr. Evangelakis has written papers analyzing the effects of Florida property tax reform and the non-pecuniary benefits of building a professional sports stadium. He also served as an intern at The Washington Economics Group, Inc., and The Human Services Coalition of Miami-Dade County.
Dr. Evangelakis holds Ph.D. and Master’s degrees in Economics from University of Chicago and a Bachelor’s degree in Economics and Mathematics from Swarthmore College.

Since arriving at REMI, Mr. Judson has consulted for a number of clients on topics including: economic development strategies, electric utility investments, fiscal policy, hazard mitigation, transportation project evaluation and healthcare. He co-authored an academic journal article titled, “Decision framework for evaluating the macroeconomic risks and policy impacts of cyber attacks”.
Mr. Judson provides client support in selecting inputs, conducting simulations, and analyzing results. He creates and hosts public online seminars and training presentations on a variety of modeling topics.
He holds a B.A. in economics from Western New England University, with a concentration in business.

Since joining REMI in 2021, he has helped clients and different regional organizations in various different fields of economics, workforce and transit development. He works extensively in New England and the Midwest to provide client support and sales.
Philip holds a Bachelor’s degree in Computational Mathematics from University of Massachusetts Amherst with a minor in Economics. He plans to continue on using his analytical skills to help further better public policy across the country.

He graduated in 1990 with a bachelor’s degree in Political Science and a commission as a 2nd Lieutenant. He served 10 years as an infantry officer with the Indiana Army National Guard and 8 years with United Parcel Service. He joined the Indiana Department of Transportation in 2000 as a planner in time to help develop the State’s first project-specific Long Range Plan. He currently serves as a planner in INDOT’s Modeling & Forecasting Section conducting Air Quality Conformity, Travel Demand Modeling, Economic Impact Analysis, and anything else that needs doing. When he is not pondering the intricancies of the Statewide Travel Demand Model, he serves as the Education Director for Indiana Crossroads Orienteering and is a nationally-ranked triathlete.
