REMI cordially invites you to join us for our Washington, D.C. policy luncheon on Thursday, August 30th from 11 a.m. to 1 p.m. featuring a guest presentation on federal tax reform and the economic implications of how states might react.
Michael J. Chow, Lead Data Analyst and Economist at the National Federation of Independent Business, and Paul S. Bettencourt, Policy Analyst at the NFIB, will give a presentation titled “Economic Effects of an Employer Compensation Expense Tax on New York Small Businesses.”
For their presentation, Mr. Chow and Mr. Bettencourt will review how several high-income states may try to work around the new limits on SALT deductions. They will examine a case study in New York State – a proposal to replace the individual state income tax with an employer-side payroll tax – and discuss the potential economic effects of this plan on small businesses.

A recipient of the NABE Abramson Scroll and the NABE Contributed Paper Award, both of which are awarded by the National Association for Business Economics (NABE) for outstanding papers in the field of business economics, Michael has been invited to present research at the Board of Governors of the Federal Reserve System and at the NABE annual meeting. He holds a B.S.E. in Electrical Engineering from Princeton University, an M.Sc. in Econometrics and Mathematical Economics from the London School of Economics, and an M.A. in Applied Economics from the Johns Hopkins University.
