Frederick R. Treyz, Ph.D. is the Chief Executive Officer and Chief Economist at Regional Economic Models, Inc. (REMI), a leading provider of dynamic economic and demographic modeling software and consulting. He is an authority on analyzing public policies and their regional macroeconomic and population impacts. Under Dr. Treyz’s leadership, REMI has shaped public policy debates by helping clients evaluate economic development, transportation, energy, immigration reform, and other topics. The company’s clients include federal, state, and regional agencies, metropolitan planning organizations, leading national associations, universities, and consultants who seek to analyze the implications of public policy.

Grimes received his master’s degree in economics from the University of Michigan. His primary research interests are in labor economics and economic forecasting.
For more than 30 years, he has been engaged in economic forecasting for state and local governments and is frequently called upon for policy advice. He has worked for many years with the Michigan departments of Transportation and Treasury and the Michigan Economic Development Corporation on policy analysis and evaluating economic strategies. He is co-director of a project to generate long-term economic and demographic projections for all of the counties of Michigan. His past research includes a study looking at Michigan’s industrial structure with a view to identifying sectors that will promote economic growth in the future.
He has been involved in research projects sponsored by the U.S. Department of Commerce, the U.S. Department of Labor, the Federal Reserve Bank of Chicago, and the Robert Wood Johnson Foundation. He co-authored a paper, “Change in the Concentration of Employment in Computer Services: Spatial Estimation at the U.S. Metro County Level” (Growth and Change, March 2007). He also co-authored a paper, “Exploring Wage Determination by Education Level: A U.S. Metropolitan Statistical Area Analysis From 2005 to 2012” (Economic Development Quarterly, August 2016).

Prior to coming to Clemson in 2005, he taught economics at Anderson University and Tri-County Technical College. He has conducted economic impact analyses of multiple colleges and universities, including Clemson, Lander, and the Citadel. He has also conducted fiscal projections for several South Carolina counties and school districts and numerous impact analyses for private and nonprofit sector clients.

In this capacity, he provides oversight and guidance to research initiatives and policy development across all major focus areas of the organization. He leads the Council’s quantitative modeling of economic impacts, energy markets, international trade, and fiscal policy.
Mr. Nystrom comes to the Council after a five-year software career and seven-year consulting career. In these roles, Mr. Nystrom conducted studies related to climate policy, demographics, economic development, the energy sector, fiscal policy, healthcare policy, international trade, labor relations, scope emissions, and transportation.
Prior to the Council, Mr. Nystrom worked for FTI Consulting. He was the co-lead and lead economist of its impacts and policy analysis practice. Prior to FTI Consulting, Mr. Nystrom worked for Regional Economic Models, Inc. (“REMI”). He holds a B.A. in History, B.S. in Economics, and M.A. in Economic History from Iowa State University in Ames, Iowa.

He has worked with government agencies and organizations throughout North America and the world, helping them achieve their planning and policy analysis goals. As part of REMI’s global services, Mr. Leung has worked with the Chinese Academy of Sciences and the Korea Energy Economics Institute. In addition to his international efforts, Mr. Leung has assisted state and regional agencies, including Southern California Association of Governments. He has supported their long-term transportation and environmental planning initiatives.
Mr. Leung joined REMI in 2002 and was promoted to Vice President in 2009. Over the years, he has contributed to the development of the REMI model and performed economic impact studies. He has analyzed the economic impact of the biodiesel industry in New York State for the U.S. Environmental Protection Agency and researched the economic impact of widening New Mexico’s US 54 for the New Mexico Department of Transportation.
He holds a B.A. in Economics from the University of Massachusetts, Amherst and received his M.A. in Regional Economics and Social Development at the University of Massachusetts, Lowell. His master’s thesis was on the research and development of incorporating transportation and land use with Input/Output economic modeling.

Previously, Dr. Pace presented in-depth studies on the statewide economic and fiscal impacts of the defense and tech sectors. Other research areas include health care, public lands, education outcomes, access to child care, income inequality, and veterans.
Related to his data analysis for these projects, Pace teaches quantitative methods in the University of Utah’s Master of Public Policy program. Prior to joining the Gardner Institute, he taught economic history and theory courses for the University of Utah’s Department of Economics, Weber State University, and Westminster College.
Pace received a bachelor’s degree in history from Alice Lloyd College and a Ph.D. in economics from the University of Utah. His dissertation explored bankruptcy policy and individual insolvency. As a graduate assistant, he researched state and local tax policy on campus and for the Utah Legislature.

His responsibilities encompass a wide range of tax policy analyses, including estimating the revenue impacts of tax law modifications, initial forecasting of tax revenue, writing tax expenditure evaluation reports, monitoring economic trends, etc.
During his Ph.D. study, Dr. Choi explored the economic effects of land value taxation in an urban area, which was featured in Land Economics in 2015. He thinks that the efficiency and other positive impacts of land value taxation should be more widely spread in the country. Although he has some working papers in progress, they await publication. In addition to his role at the OTA, Dr. Choi imparts his knowledge as an online instructor in economics at the Liberty University Business School.
A native of Korea, Dr. Choi relocated to the U.S. in 2000. He achieved his Ph.D. in economics from Georgia State University in 2006. Prior to his joining the team of the OTA, he contributed as a postdoctoral researcher at the State University of New York at Buffalo. He has a lovely wife and two grown-up daughters and one son in college.

Her dissertation work was estimating a multinomial logit model using Houston area employment data as to measure agglomeration forces among industries. She joined H-GAC at the same year as Social Economic and Demographic modeling Analyst. During her long career with H-GAC, she developed strong data analysis skills applied to transportation travel demand modeling, social economic and spatial GIS data analysis. Her modeling side experiences are focused on economic impact analysis and transportation scenarios planning activities. Sharon’s hobbies include cooking, gardening and watching detective movies.

Madiha’s current work focuses on performing cost-benefit analyses to evaluate a variety of State tax incentives, forecasting revenue and budget drivers to assist with budget development, and estimating the impact of proposed policy changes on general revenue. Madiha is a proficient user of the REMI PI+ and Tax-PI economic modeling software used by ORA to measure the economic impacts of state polices and tax programs. ORA’s work on state tax incentive evaluations is highly regarded and nationally recognized. Madiha was invited by the Pew Charitable Trusts to lead a training on how to incorporate cost-benefit analyses into economic development tax incentive evaluations. During this training session, Madiha shared her expertise with economists and policy analysts from around the country and the training was made available for more than 30 state evaluation offices. In addition, Madiha was invited to present her work multiple times at conferences and meetings such as the REMI users conference and the National Conference of State Legislatures (NCSL) evaluators roundtable.
Madiha resides in Coventry, Rhode Island with her husband and son.

He has been with CARB since 2018 and prepared economic impact analyses of many of California’s nation-leading air pollution and climate change regulations, including recently adopted zero-emission vehicle sales regulations. He first started using REMI models in 2016 while working as an economist at South Coast Air Quality Management District and presented at the REMI Users’ Conference that year.
His research background is in environmental and energy economics, where he has authored journal articles analyzing energy and climate policies using multi-market sector modeling.
Dr. Oliver earned a Ph.D. in Agricultural and Applied Economics from University of Illinois at Urbana-Champaign, a Master’s degree from Purdue University, and a Bachelor’s degree from California State University, Chico.
